Four is plenty, I'd be much more interested in an international
enforcement agency that would arrest and punish top posters, those who
post "test" messages, those who post HTML to text only groups and
severe punishment for violations of any of the basics:

There's nothing wrong with Google Groups since the advent of the UIP,
it's solved the GG problem for me.
